In this SNOPR, DOE will rely on its current engineering analysis of microwave ovens to determine the highest level of improvements in efficiency that are technically feasible for this product category.
DOE will evaluate the design of a microwave with a set energy performance objectives in the engineering analysis. The engineering analysis will then determine the maximum improvement in energy efficiency that is technologically feasible based on the most advanced microprocessor-controlled model available on the market or in working prototypes, or the maximum reduction in energy consumption that is technically achievable with the current technologies available for this product class.
As part of the NIA, DOE will evaluate the effects on consumers for each product category, including lifecycle cost savings, and simple payback period ("PBP"). DOE will employ its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate the industry's net present value ("NPV").
The impact of manufacturers will be assessed also and DOE will employ a modified version of the Industry Cash Flow model that has been modified for this type of product to estimate manufacturing NPV. Finally, DOE will consider the potential impact on small business manufacturers as well as other subgroups of manufacturers to determine if they could be affected in a different way by these proposals.
Additionally, DOE will consider whether the tests for microwave ovens must be updated to include active mode energy use and a possible
black integrated microwave active mode energy use measure. Currently, the test protocols only address the standby mode power usage.
