The number of upgrades you make will determine the amount of extras you will receive. Each upgrade boosts the corresponding extras by a factor of one, up to a maximum value of 3. Additionally, each upgrade will also boost the stat that is used to determine the main one by +1.
Some upgrades also give you a secondary random boost in addition to stat enhancements. These boosts are useful and should be taken into consideration when deciding what items to upgrade. Costs
Upgrades have a few associated costs. The first is the cost of performing the upgrade. The cost is based on the new ilvl of the item and the amount of perks it receives and can be costly. It is also costly to upgrade an item to a better tier (such as Explorer > Champion, or Veteran > Heroic).
The other is the cost of materials required to upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists Of Pandaria or Warlords Of Draenor Quests. The amount of these items required can be seen in the inventory of an upgrade vendor.

These modifications are based on the item's ilvl. They may also require special materials, like the adamantine.
