What is an Item Upgrader in Pokemon Go?

The item upgrader adds a brand new widget at the top of the Angel and Cash Upgrade windows. The Manager is priced at 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to purchase upgrades.
Boosts

This calculation determines the new Armor Class bonuses, damage dice, as well as other vital statistics. A Blacksmith Blessing, or an upgraded version can be used to increase the odds of a successful upgrade. This item is useful if you have a weapon or piece of gear that has reached the maximum level for its tier or is close to it. It will allow you to upgrade that piece of gear to the next level without having to worry about breaking.
If an upgrade fails, it will be reverted to its previous state. This is usually a downgrade, but can also be an upgrade. It is recommended to save an upgrade when you're near the highest level of an item, and to use it as an option last resort.
