Item Upgrader in Pokemon Go?

The upgrader for items adds a new widget to the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to purchase upgrades.
Boosters

Costs

Rarely, the advantages acquired will cost more than one perk slot to acquire In these instances, the upgrade will only replace the perks with the highest cost. Success Rate

Another way to increase the odds of an upgrade achieving success is by using an item called Blacksmith Blessing or an upgraded version of it. This item is useful when you own a weapon or piece of equipment that has reached the maximum level for its tier or is close to it. This item will allow you upgrade the equipment to the next level without the risk of breaking.
If an upgrade fails the system will be returned to its original state. This is typically a break, but it could also be an upgrade. Save an upgrade until you're close to the highest level for an item.
Kafra offers a variety of products that can be utilized in order to increase the chance of a successful upgrade.
