What is an Item Upgrader in Pokemon Go?

The
item upgrader adds an additional widget to the top of both the Angel and Cash Upgrade Windows. This Manager is a cost of 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to purchase upgrades.
Boosters

Costs
There are a few costs associated with item upgrades. The first is the upgrade itself. This cost can be expensive and is dependent on the new value of the item and the number of perks it receives. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) are costly.
The second is the cost of the items needed to upgrade. A Blacksmith Blessing or an upgraded version thereof can be used to increase the likelihood of an upgrade succeeding. This item is helpful when you own an item or weapon equipment that has reached the highest level for its tier or is close to it. This item will allow you upgrade the equipment to the next tier without risking its breaking.
If an upgrade fails, the system will be restored to its original condition. This is usually an upgrade, but it could also be an upgrade. Save an upgrade until you are nearing the maximum level for an item.
