For this SNOPR, DOE will rely on its existing engineering analysis of microwave ovens to determine the maximum level of efficiency improvements that are technically feasible for this particular product class.
DOE will evaluate the design of a microwave to the energy performance goals set in the engineering analysis. The engineering analysis will then determine the maximum improvement in energy efficiency that is technologically feasible based on the most advanced microprocessor-controlled model available on the market or in working prototypes, or the maximum reduction in energy consumption that is technically achievable with the current technologies available for this product class.
As part of the NIA, DOE will evaluate the effects on consumers for every product category, including lifecycle cost savings and simple payback period ("PBP"). DOE will use its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate industry net present value ("NPV").
DOE will also evaluate the impacts on manufacturers, and will employ a modified industry cash flow model that is modified to fit this particular product to calculate manufacturing NPV. DOE will also consider the effects of these proposals on small-scale businesses as well as other manufacturing subgroups to determine those who are likely to be affected.
DOE will also examine whether the test procedure for microwave ovens has to be updated in order to include active mode power consumption and an energy use measure. At present, the test procedures only include standby mode power consumption.
