Depending on the type of item, upgrading an item can cost Dilithium or gold. A lot of upgrades require Flightstones or crests. The amount of Flightstones and Crests required to upgrade an item is determined by the level of the item. Blizzard also sets a maximum level for upgrades. The upgrade to the highest level is expensive especially if you're upgrading PvE gear.
