For this SNOPR, DOE will rely on its current engineering analysis of microwave ovens to determine the highest efficiency improvements that are technologically feasible for this particular product class.
DOE will compare the design of a microwave to an energy performance objective that is specified in the engineering analysis. The engineering analysis will then determine the maximum improvement in energy efficiency that is technologically feasible based on the most advanced microprocessor-controlled model available on the market or in working prototypes, or the maximum reduction in energy consumption that is technically achievable with the current technologies available for this product class.
As part of the NIA, DOE will evaluate the impact on consumers of each product category, including lifecycle cost savings, and simple payback periods ("PBP"). DOE will employ its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate industry net present value ("NPV").
The impact on manufacturers will be evaluated also as the impact on manufacturers will be evaluated. DOE will use an updated version of its Industry Cash Flow model that has been modified to this particular product type to estimate manufacturing NPV. DOE will also look at the impacts of these plans on small businesses and other manufacturing subgroups to identify those who could be most affected.
DOE will also look into whether the test procedure for microwave ovens needs to be updated in order to include active mode power consumption and a possible
integrated combination microwave energy use measure. Currently, test procedures only provide standby mode power usage.
